1.removed 2017 victory coin from pvp quests

ACHIEVEMENT
1. Changes to HM book quests for skill。
  + Book 2 able to change to book 4 (most likely can learn directly without going through all the quests)
  + 9/13 before the patch if u have such quests on hand it will auto change to completed with achievement after the patch
  + HM Book 1-4 can exchange using peach

ITEMS
1.Indicator for F5/Account bind
2.VT/BT Bopae have chance to get feather after salvage
3.Remove all exchanges related to the old legendary (pvp)
4. Kun lun 7~9, True DG 1-9, New weapon 1-6 (from the grinding path)
5.Reduce mat for seraph/baleful

7.Celestial Basin new items to exchange and reduced peaches required
8.Adjust the skill effect for long Quan and longhu weapon
